Sewer, septic and who is responsible for what
The City of Riviera Beach Utility Special District (USD) supplies drinking water and sewer service from Silver Beach Road south to 45th Street, and from the Florida Turnpike east to the ocean. Septic is the exception here, but it exists. The USD's 2021 water quality report tells customers with their own septic system to maintain it or consider connecting. Connecting takes a Building Department permit to abandon the tank, plus a district-witnessed disconnection of any private well from the house plumbing.

The housing stock and what fails in it
Census estimates for 2020 to 2024 count 18,039 housing units in the city. About 41% are detached single-family homes, about 18% sit in buildings of 50 or more units, and 752 are mobile homes. About 48% were built before 1980. The big buildings include the oceanfront condo towers on Singer Island.
Homes from the 1950s through the 1970s may still have original cast-iron drains or galvanized supply lines. Cast iron scales and cracks from the inside, which snags paper and lets roots in. Galvanized pipe rusts closed slowly, and pressure fades at the fixtures. We run a camera before quoting, because rejuvenating a sound cast-iron line is a smaller job than replacing it.
Condos fail differently. A burst water heater or supply hose in one unit floods the unit below, and shutoff valves nobody has turned in years may not close. Water quality, salt air and storm exposure
USD water comes from 28 wells in the East Coast Surficial Aquifer. The plant air-strips it, treats it with lime, disinfects it with chlorine and ammonia (chloramines) and filters it. The 2024 water quality report shows no MCL violations. Lead from August 2023 tap sampling was 2.4 ppb at the 90th percentile against a 15 ppb action level. The report says lead comes mainly from service lines and home plumbing, so only a tap test shows what your own pipes add.
Chloramine changes filter choice. Ordinary carbon made for chlorine removes less of it, so we usually spec catalytic carbon. The 2024 report lists no hardness figure, so we test before sizing a softener.
S&P's 2023 summary calls the service area prone to natural disasters. The 2024 water report projects construction of a rebuilt treatment plant from fall 2025 to spring 2029. On Singer Island, salt air wears on hose bibs, outdoor valves and exposed fittings.
Septic care on lots that still have a tank
Most tanks need pumping every 3 to 5 years, depending on tank size and household. The USD's 2021 report warns that grease in a septic system leads to malfunctions and more frequent pump-outs, so scrape pans into the trash. Keep wipes out of the drains and vehicles off the drain field. Call when toilets gurgle or the ground over the field stays soggy.

Most Riviera Beach homes are on central sewer run by the Riviera Beach Utility Special District, but some properties still have septic tanks. The district's service area does not match the city limits, so call the USD at 561-845-4185 with your address, or have us locate a tank or cleanout on site.
Who pays for a sewer backup in Riviera Beach, the owner or the utility?
USD policy says the district clears obstructions in its own line up to the Point of Service, and the owner handles everything past it. If the cleanout near your property line is overflowing, call the USD after-hours line at 561-845-4187. If it is dry, the clog is between the cleanout and the house, and we can clear it.
What does Riviera Beach require to switch from septic to sewer?
USD policy requires a copy of the Building Department permit to abandon the septic system before sewer service starts. Any private well must be disconnected from the drinking water plumbing with the district present, and it can stay for irrigation only with no physical connection. For timing, state law applies. Under Florida Statute 381.00655, the owner of a working septic system must connect within 365 days after the sewer utility's written notice that sewer is available, and the owner of a system that needs repair must connect within 90 days after written notice from the state's onsite sewage program.
