Who Runs the Water and Sewer in Jupiter Beach

Jupiter Beach is not its own town. It is the oceanfront part of the Town of Jupiter along A1A, and addresses there read Jupiter, FL. The name appears on Jupiter Beach Park, a 46-acre county park on the south side of Jupiter Inlet, and on Jupiter Beach Road, where the park sits.

The Town does not run the sewer. Wastewater goes to the Loxahatchee River District (LRD), a special district the Florida Legislature created in 1971. Drinking water comes from Town of Jupiter Utilities.

LRD sewer covers much of the beach side, but not every lot. By 2016 the district had converted nearly 4,000 homes in its service area from septic. On Old Jupiter Beach Road, owners were told to connect in August 2024, and LRD's board approved the final assessment in August 2025. The district's future-projects list still includes a private-road area called North A1A, to be sewered as easements are obtained.

Condos, Second Homes and the Calls They Bring

ZIP 33477, which takes in Jupiter Beach Park and much of the town's coastal side, had 11,020 housing units in the 2020 Census. About 35 percent were counted as vacant. That points to many seasonal homes, and plumbing left unused for months fails in its own ways.

In our experience the calls here follow a pattern. A water heater that sat idle all summer starts leaking the week the owner returns. A shut-off valve nobody has turned in years won't close when it's needed. In condo buildings with shared drain stacks, a clog in the main shows up first in the lowest unit.

Storm Surge, Salt Air and Jupiter's Water

The Town's flood guide names the Loxahatchee River and the Atlantic as flood sources and rates surge-prone coastal areas as the most vulnerable. New FEMA flood maps took effect December 20, 2024, and the Town says thousands of residents could now be in higher-risk zones. The Jupiter Building Department (561-741-2286) can check your flood zone elevation, and flood and evacuation zones are posted at pbcgov.org/knowurzone.

From our own jobs: salt air is hard on hose bibs, outdoor showers, exposed brass and water heater connections in garages near the ocean, and after storms we pull sand out of drain lines and cleanouts.

Jupiter draws its water from 63 wells and treats it with reverse osmosis and nanofiltration. The 2024 water quality report lists chloramine as the disinfectant and sodium at 46.8 ppm from a 2023 sample, and says the Town does not add fluoride. A 2024 inventory found no lead service lines in the Town's system, and August 2024 tap samples came in under the lead and copper action levels. Chloramine is harder for a basic carbon filter to remove than chlorine, so we size whole-house filtration for it.

Septic on the Lots Sewer Hasn't Reached

If your property is on a private road or in an area LRD still lists for future conversion, you may have a tank and drain field. In 2016 a South Florida Water Management District board member cited studies showing that septic tanks in sandy soil with a high water table leach pollutants such as phosphorus into nearby water.

Our standard advice is to pump every 3 to 5 years and inspect before a sale. The Florida DEP has run the state's onsite sewage program since July 1, 2021, when it took over from the Department of Health, and the DEP says county health department offices still handle septic permits and inspections. Sewer hookups go through LRD. On Old Jupiter Beach Road, owners had one year from the notice to connect. If your lot is on the conversion list, keep the tank maintained until the hookup is done.

Buying or Selling a Home Near the Beach

Confirm sewer or septic before closing, since the Old Jupiter Beach Road conversion was assessed only in 2025. For septic homes we do real estate septic inspections. For sewered homes, a camera run to the LRD connection shows roots, offsets, sand or a sagging line before you buy. Check the post-2024 flood zone too, since it affects insurance and any remodel large enough to count as a substantial improvement.

Nearby Areas and Where the Lines Change

North of the inlet, the barrier island is split among separate governments. Jupiter Inlet Colony, incorporated in 1959, sits at the island's southern tip, had 405 residents in 2020 and is made up of single-family homes. It gets water from the Village of Tequesta, and in 2016 it levied a special assessment for a neighborhood project that included a new gravity sewer system. Tequesta adjoins the Colony to the north, along Beach Road (CR 707). Past the county line, the Town of Jupiter Island is in Martin County and its town website points residents to South Martin Regional Utility.

Plumbing & septic in Jupiter Beach

Is my Jupiter Beach home or condo on sewer or septic?

Much of the beach side drains to Loxahatchee River District sewer, which is separate from the Town. LRD still lists some private-road areas, including one it calls North A1A, for future conversion. LRD customer service (561-747-5700) can confirm your account, and we can locate a tank on site if records are unclear.

Who fixes what near the beach: the Town, LRD or a plumber?

Town of Jupiter Utilities runs the water system and LRD runs the public sewer. Fixtures, water heaters and the pipes on your side of the water and sewer connections are private plumbing. If you can't tell where a problem starts, we trace it and tell you whose side it's on.

Why does the ground-floor unit in my A1A condo building get the backups?

Shared drain stacks empty into one main line. When that main clogs, wastewater comes out at the lowest open drain, which is usually a first-floor unit. Snaking that unit's sink won't fix it, so we camera the stack and main and clear the line that is actually blocked.

Do I need a water softener on Jupiter Utilities water?

Not automatically. Jupiter treats its well water with reverse osmosis and nanofiltration, and we test at your tap before recommending a softener. Chloramine, the Town's disinfectant, is a separate issue that calls for catalytic carbon filtration. In Jupiter Inlet Colony the water comes from Tequesta, so check that utility's report instead.

What should I do before leaving my beach place for the season?

Close the main shut-off, set the water heater to vacation mode or turn it off, and have someone check the unit after major storms. We can do a shut-down visit before you leave and a pre-arrival check before you return, which catches a seized valve or weeping heater before it leaks into the unit below.

Does the December 2024 flood map change affect a plumbing remodel?

It can. The Town's flood guide says that in a flood zone, work totaling 50 percent or more of a structure's market value over five years counts as a substantial improvement, and the building then has to be brought up to current code. Construction projects need a permit either way. Confirm your zone with the Jupiter Building Department at 561-741-2286 before planning the job.
