Who handles sewer and water in North Palm Beach
The Village of North Palm Beach does not run water or sewer. Its FAQ points residents to Seacoast Utility Authority, a publicly owned utility serving Palm Beach Gardens, North Palm Beach, Lake Park, the southern end of Juno Beach and parts of unincorporated Palm Beach County. The 2024 Comprehensive Plan says Seacoast provides sanitary sewer in the Village "with the exception of a few remaining septic tanks."
Seacoast's Sewer Service Policy draws the ownership line at the Point of Connection, where its collector main meets your pipe. Seacoast maintains the service piping up to that point. The lateral under your yard or slab is yours to repair. The policy bars connecting stormwater of any kind to the sanitary sewer, air conditioner condensate included, and requires a Seacoast-approved grease interceptor at food-service properties.
The North Palm Beach mailing name covers more than the Village. ZIP 33408 had 18,965 residents in the 2020 Census against the Village's 13,162. Lost Tree Village, Hidden Key, Portage Landings, Pirates Cove and the homes along Ellison Wilson Road are unincorporated and fall under Palm Beach County permitting. In March 2024, residents of the areas the Village proposed to annex voted against joining it.
Homes from 1950 to 1979 and the pipes inside them
Using 2016-2020 Census estimates, the comprehensive plan counts 8,251 housing units. About 72% were built between 1950 and 1979, and the 1970s were the busiest decade at 29.3%. Only 0.7% date from 2010 or later.
About 35% of units are single-family detached homes, and the plan credits the 1950s canal design with creating many waterfront lots. Nearly 43% of units sit in buildings with 20 or more units, including condominiums on Paradise Harbour Boulevard that date to the 1970s. We work on both.
At this age we check before we quote. Original cast iron drains can scale and crack, some homes may still have galvanized supply pipe, and older copper can develop pinholes. None of this is a documented Village-wide defect, so a camera or pressure test decides.
- Slow or gurgling cast iron drains
- Low pressure or rusty water from galvanized pipe
- Pinhole leaks in older copper
- Cracked or root-filled sewer laterals
Water quality, flood zones and canal-front lots
Seacoast draws from the shallow surficial aquifer and the brackish Floridan aquifer, then treats the water at its Hood Road Membrane Water Plant with nanofiltration and low-pressure reverse osmosis. Its 2025 water quality report lists no hardness value, so we test before recommending a softener.
Seacoast disinfects with chloramines rather than free chlorine, so a taste-and-odor filter needs media rated for chloramine. In June 2025 tap sampling, the 90th-percentile copper result was 0.041 ppm against a 1.3 ppm action level, and lead was 1.6 ppb against 15 ppb.
Flood zones vary by parcel, and the Village flood map shows AE, coastal VE and X zones. A 2023 Community Rating System class of 5 gives Village owners 25% off NFIP flood rates. Structures in the Coastal Planning Area must be built 1 foot above base flood elevation. On low lots we place water heaters with the flood zone in mind and keep cleanout caps sealed so rainwater stays out of the sewer.
Septic systems in and near the Village
Inside the Village, septic is the exception. Comprehensive plan Policy 1.1.4 directs the land development rules to prohibit additional septic systems, and Policy 1.5.4 lets properly built, working systems stay. Under Policy 1.5.5, once sewer reaches an unsewered area, a system that fails state water-quality standards or endangers public health must connect. The policy points to the state statute for timing. Under Florida Statute 381.00655, the owner of a working septic system must connect within 365 days after the sewer utility's written notice that sewer is available, and the owner of a system that needs repair must connect within 90 days after written notice from the state's onsite sewage program.
As of early 2023, some nearby streets were still on septic. The summary of a January 31, 2023 meeting with Seacoast lists septic-to-sewer conversions as anticipated east of A-1-A on Richard Road, Honey Road, Conroy Drive and Lorraine Court, plus Richard Road and Hinda Road to the north. That was a forecast, so we check each lot. In Juno Isles, an unincorporated neighborhood with North Palm Beach 33408 addresses, the civic association told Seacoast's board in June 2023 that all 338 homes use septic, and the board removed low-pressure sewer from the neighborhood's water main project.
Most tanks need pumping every 3 to 5 years. The comprehensive plan maps the developed Village mainly on Arents, Quartzipsamments and Basinger sands, with muck and tidal soils mostly inside MacArthur Beach State Park. We own our pump trucks and excavation equipment, so pumping and drain field work do not wait on a subcontractor.

Buying or selling a North Palm Beach home
For a Village house built in the 1950s through 1970s, get a sewer camera inspection of the lateral. It shows scale, cracks or roots, and repairs up to Seacoast's Point of Connection fall on the owner. For an unincorporated address, confirm sewer or septic before closing. If there is a tank, a real estate septic inspection checks the tank and drain field.

FAQ
Plumbing & septic in North Palm Beach
Is my North Palm Beach home on sewer or septic?
Inside the Village limits, very likely sewer. The 2024 comprehensive plan notes only a few remaining septic tanks there. Lost Tree Village, Hidden Key, Portage Landings, Pirates Cove and the Ellison Wilson Road homes sit outside the Village, where service varies by property. Locating a tank or running a camera settles it.
Who fixes a sewer backup at my house, Seacoast or a plumber?
It depends on where the blockage is. Seacoast maintains the piping from its main to the Point of Connection, and your side is yours. If only your house backs up, the clog is usually in your lateral, which we clear and camera. If neighbors back up too, call Seacoast at 561-627-2920 first.
Can I put in a new septic system in the Village of North Palm Beach?
Generally no. The Village's comprehensive plan directs its land rules to prohibit additional septic systems, though properly built, working ones may stay. A failing system must connect where sewer is available. Under Florida Statute 381.00655, the owner of a working septic system must connect within 365 days after the sewer utility's written notice that sewer is available, and the owner of a system that needs repair must connect within 90 days after written notice from the state's onsite sewage program.
Do I need a water softener on Seacoast water?
Not by default. Seacoast treats its water with nanofiltration and low-pressure reverse osmosis, and its 2025 water quality report gives no hardness figure. Test before you buy, and pick filter media made for chloramine, which Seacoast uses.
Who issues plumbing permits for North Palm Beach addresses?
Inside the Village, the Building Division at 701 U.S. Highway 1 takes permit applications through its MGO online portal and can say whether a flood zone property needs an elevation certificate. Unincorporated areas such as Lost Tree Village and Pirates Cove fall under Palm Beach County. We confirm which applies to your parcel.
Can I drain yard or roof water into my sewer cleanout after a storm?
No. Seacoast's Sewer Service Policy bars any stormwater connection to the sanitary sewer, including water diverted through manholes or cleanouts, and violations can cost you sewer and water service. A camera inspection can find an old tie-in so it can be disconnected.
